About JKCFA

The Jammu & Kashmir Council on Foreign Affairs (JKCFA) is the first independent foreign affairs bureau representing the collective aspirations of the people of Jammu and Kashmir and their global diaspora. Headquartered in the United Kingdom, JKCFA provides rightsbased advocacy, policy analysis, and diplomatic engagement on issues affecting Kashmiris under Indian and Pakistani administrations. Guided by a diverse board of trustees and grounded in international law and human rights principles, JKCFA works to amplify Kashmiri voices in multilateral forums, facilitate dialogue, and support sustainable, peaceoriented solutions that reflect the sovereign will of all Kashmiris.

Our mission

To convene, represent, and empower the people of Jammu and Kashmir—including those in Indian- and Pakistani-administered regions and the worldwide diaspora—and global stakeholders in advocating for a just and lasting peace in the region, by advancing self-determination, facilitating multilateral engagement, and driving policy change aligned with the sovereign wishes of all Kashmiris.

Our vision

To be the vanguard, independent foreign affairs bureau of Jammu and Kashmir, representing the aspirations of all regions under Indian and Pakistani administration and the global Kashmiri diaspora, championing development, human rights, and peaceful resolution through inclusive, multi-stakeholder diplomacy.

Aims & Objectives

  • Representation: Establish a formal bureau for Kashmiri foreign affairs in the UK to engage UN bodies, G20, EU, OIC, and SAARC.

  • Advocacy: Champion implementation of UNSC resolutions and international law in support of Kashmiri rights.

  • Dialogue: Facilitate Track 2 diplomacy and reconciliation dialogues including all Kashmiri regions and voices.

  • Capacity Building: Provide training, research, and policy consultancy to Kashmiri community leaders, NGOs, and policymakers.

  • Partnerships: Forge strategic alliances with government, multilateral agencies, academia, and civil society for collective impact.
